Local MP Challenges Government Over Chalgrove Airfield Development Following New Planning Policy Commitments
Freddie van Mierlo, MP for Henley and Thame, has written to the Government seeking urgent clarification on the future of the proposed development at Chalgrove Airfield, following the publication of the Government’s updated National Planning Policy Framework (NPPF) for consultation.
The revised Framework places a renewed and explicit emphasis on protecting business, defence, and security interests, stating that new developments should not place unreasonable restrictions on existing operations. It also confirms that substantial weight must be given to sites and infrastructure required to maintain and enhance defence capability and public safety, and that development proposals must be capable of being integrated effectively alongside such operations.
Freddie van Mierlo MP argues that, when these criteria are applied to Chalgrove Airfield, the proposed development promoted by Homes England is fundamentally incompatible with the Government’s own planning policy.
Chalgrove Airfield is home to Martin-Baker Aircraft Company, a world-leading manufacturer of military ejector seats used by the UK armed forces, including aircraft that contribute to the defence of NATO airspace. The company currently relies on access to three runways and surrounding airspace to test and develop life-saving equipment, alongside facilities for manufacturing rocket propellant and ballistic cartridges essential to ejection systems.
During a recent meeting with the company, Freddie was informed that the proposal to demolish the existing runways and replace them with a single, relocated runway would be wholly inadequate. Any disruption to Martin-Baker’s operations could jeopardise the safety of service personnel and undermine UK national security.
In addition, Chalgrove Airfield supports vital public service operations, including the NHS, RAF Benson, Thames Valley Air Ambulance, and local police. Its continued availability is essential to emergency response and public safety across the region.

“The Government’s updated National Planning Policy Framework makes clear commitments to protecting defence capability, public safety, and established business operations. Yet at Chalgrove Airfield, those commitments appear to have been overlooked. The proposed development cannot be integrated effectively with the airfield’s current and critical functions. Proceeding would directly contradict the principles set out in the Government’s own planning framework and would risk serious consequences for national security and emergency services.
It is vital that the Government builds with integrity and respects its own policy commitments. Defence, security, and public safety must not be deprioritised.”
